Only 4 characters in Fairy Tail have ever used transfer magic but only one has enough ‘chance’ to use it indefinitely.
Transfer Magic is a type of special ability, the user will ‘borrow’ his or her spells (usually rare spells). The recipient is allowed access to the transferred power source, at which point their body will appear a ‘mark’ in any position and then disappear when used or exhausted. That is, transferring magic will only allow the borrower to borrow for a time, not permanently.
Only 4 characters in Fairy Tail have ever used transfer magic including: Mavis Vermilion – Fairy Tail’s First Generation Hall, Elemental Lords, Silver Fullbuster and Fire Dragon King Igneel. The people mentioned above are all extremely bloody characters of this series.

Mavis Vermilion twice lent magic to Cana Alberona. It is known that the type of magic she used to transfer was one of the three great magic, Fairy Glitter. The identifying mark is the tattoo on Cana’s left forearm and after using it, the mark also slowly disappeared.
The Elemental Lords were also players with the ability to transfer magic to others. The chosen one is Lucy Heartfilia. Aquarius’s waterbending powers were once wielded by Lucy after the Elemental Lords transferred them to her. The mark of the transfer is shown on Lucy’s collarbone, which is also where Aquarius’s sign represents Aquarius.

Igneel’s remaining power left in Natsu’s body after his death gave Natsu the ability to use the Fire Dragon King Form once. This left a large tattoo on Natsu’s right arm. This power was used when he faced Zeref.
Besides the above characters, Bluenote Stinger has also claimed to be able to steal anyone’s magic, even if that person is dead. But this never happened because he was defeated.
