He was defeated in battle, then began kidnapping the mermaid again. This time, however, was caught by Jimbei.
A series of events led to him eventually being captured by the X Drive, which was how it ended up in Wano Country, being held captive at the Prisoner’s Mine in Udon. It was here that he met Luffy and tried to win his favor. However, Luffy doesn’t have any of those.
