According to the Department of Radio, Television and Electronic Information (PTTT), over the past time, besides useful online games, which have been appraised and licensed for release in accordance with regulations, there are still many games that do not exist. permits, card games to change rewards… adversely affect users, cause insecurity and order, and create many consequences for society.
Talking at the conference, Mr. Le Quang Tu Do, Director of the Department of Information and Communications Technology, said that in order to promote the development of a healthy game market, from 2019 to now, along with the shutdown of 543 websites showing signs of supply. unauthorized games, gambling games to exchange prizes; The Department has also asked Google and Apple to remove nearly 400 gambling, violent and unauthorized games.
The Department has also coordinated with the Ministry of Public Security, the State Bank, the Ministry of Industry and Trade, and the Departments of Information and Communications to handle violations of payment and promotion for games or acts with signs of taking advantage of games to exchange prizes. , gamble.
At the same time, direct the Union of domestic game manufacturers and publishers to protect game copyrights, review and remove impersonated games, pirated games, and unauthorized games. Publish on the portal of the Ministry, the Department and the game portal (game.gov.vn) the list of licensed games, unauthorized game websites, gambling games.

However, according to Mr. Le Quang Tu Do, the above solutions are still not enough to solve the situation of illegal games. There are still hundreds of thousands of unauthorized games being released online, mainly on the Apple App Store, Google Play Store, Valve Stream. The revenue of unlicensed games is estimated at nearly 5,000 billion VND per year, accounting for 30% of the revenue of the game industry in Vietnam.
One of the reasons why pirated games and illegal games are still flourishing is because credit providers and payment intermediaries are still willing to connect payments for most services, regardless of the circumstances. whether the service center is legal or not. Supported payment channels for unauthorized games include: through payment intermediaries (e-wallets) or bank transfers (Internet banking); via IAP – in-app payment for services; and through payment gateways – load games.
This fact leads to a series of consequences that hinder the development of the Vietnamese game industry. In addition to the fact that illegal games continue to spread online, there are many other consequences such as: domestic game businesses shrunk, unable to compete with unauthorized games; directing money flows abroad, losing tax revenue, risking information security, propagating content that violates sovereignty over sea and islands, distorting history, violating fine customs and traditions, etc.
Proposing 6 solutions focusing on payment intermediaries
In order to contribute to limiting the situation of unauthorized games, besides many solutions being implemented, the Department of Information and Communication Technology proposed 6 solutions focusing on payment intermediaries.
Specifically, organizations and businesses providing intermediary payment services need to strictly comply with payment regulations and relevant specialized laws when connecting and paying for game services.
At the same time, implement solutions to prevent, not connect and pay for unauthorized games through the payment system of their units or when receiving requests from state management agencies; In the case of payment via IAP, Apple and Google must provide sufficient information about the transaction to take measures to disconnect or block payment for unauthorized games.
The Ministry of Information and Communications will also direct the Department of Information and Communications to send monthly a list of licensed games and a list of unauthorized games for payment intermediaries to compare, not pay or connect payments to unauthorized games.
At the same time, the Ministry of Information and Communications will coordinate with the Ministry of Public Security and the State Bank to supervise, inspect and strictly handle if the payment intermediary continues to pay for unauthorized games in the following direction: requesting the Bank. The State takes measures to prevent these intermediaries from being paid for games; suggest Apple and Google not to cooperate with payment intermediaries to pay for games on these 2 app stores; and request network operators to prevent access to unauthorized payment gateways, and to block access to websites/apps providing games that violate Vietnamese law.
In addition, press agencies will participate in monitoring, detecting and providing information to the management agency of payment intermediaries that are connecting payment, or supporting payment for unauthorized games. From the State Bank’s perspective, Mr. Pham Anh Tuan, Director of the Payment Department emphasized, it is necessary from the beginning to prevent unauthorized games, by requiring application markets to be removed.
Affirming that the State Bank agrees with the Ministry of Information and Communications’ proposal of solutions to prevent payment for unlicensed games, Mr. Pham Anh Tuan asked the Ministry of Information and Communications and the Department of Information and Communications to regularly update the list of businesses. , illegal websites on the Internet so that the State Bank can direct payment intermediary providers to commit not to pay.
